Starting in January, passengers who cannot fit within the armrests of a single seat must purchase an additional seat in advance. So it's not something that you can do once on the plane and get a lap belt. Refunds for the extra seat once you buy it will only be given to you if the flight is not fully booked. Both seats are in the same fare class and the request is made within 90 days of travel.
